Section 3 Quantifying Need

Courses that use OER should generally review and revise their OER content every four years. In some rapidly evolving disciplines or disciplines that rely on recent data, this should happen more frequently. This process takes time and labor. Here, we attempt to quantify the necessary labor to maintain OERs at PCC this way.
The following courses at PCC are known to use OER materials. This list comes from data gathered by PCC and OpenOregon. During the course of creating this report it became apparent that even that data is incomplete, and more courses at PCC can be assumed to be using OER materials.

In the introduction, we noted that this report does not attempt to persuade readers of the value of OER. However we will note here that the cumulative effect of these OER-using courses since 2015 has saved students over $9 million.
Interviewing maintainers of some of these OERs, we have their estimates for what amount of labor is needed on a four-year scale to maintain their OER:

If we extrapolate this to the 140 courses listed above, we find there is a need for 48 FTE of OER revision labor every 4 years. Or 12 FTE each year. If we assume that some of this labor is covered by FT faculty “service to the college”, it is reasonable to round down to 10 FTE.
Of course, this is a rough extrapolation, and OERs from the 140 courses mentioned above might need more or less than the extrapolation assumes.
